Fact Sheet: SURPIC II Information Sharing Portal

On 27 May 2005, the SURPIC sea surveillance system, a platform that enhances interoperability and information sharing between the Republic of Singapore Navy (RSN) and the Indonesian Navy (TNI AL), was launched in Batam, Indonesia by senior officers from both navies. Under the ambit of the Indonesia- Singapore Coordinated Patrol (ISCP), the SURPIC system allowed both navies to share a real-time sea situation picture of the Singapore Strait. This enhanced the coordination of operational responses and deployment of assets by the various maritime forces under the ISCP.

The agreement to launch SURPIC II, an enhanced version of SURPIC, was signed by the Singapore and Indonesian navies on 3 Dec 2009. SURPIC II was launched on 11 May 2012 as part of the programme to commemorate 20 years of ISCP operations. The key enhancements in SURPIC II are as follows:

  1. Inclusion of Analytics. SURPIC II incorporates the Open and Analysed Shipping Information System (OASIS) and the Sense-Making Analysis and Research Tool (SMART) which enhances maritime situation awareness and sense-making respectively. OASIS is a shipping database which allows the tracking of vessels real-time when they traverse the straits of Malacca and Singapore. It is able to display both real-time and historical trend data in a common display screen. SMART complements the OASIS database by detecting anomalies in the behavior of ships transiting in the region, thus providing early warning to cue operational responses where necessary.

  2. Real-Time Chat Function and Translation. SURPIC II facilitates real-time exchange of information between the operators in Singapore and Indonesia through a group chat function. This facilitates daily operational updates of maritime information about the Singapore Strait. SURPIC II also provides real-time translation between Bahasa Indonesia and English for SURPIC II operators from Indonesia and Singapore when they are utilising the chat function. This enhances the communication and interoperability between both navies.

  3. Enhanced Accessibility. SURPIC II is an internet-based platform, and will be highly mobile and accessible compared to its predecessor, SURPIC.
