Established on 8 July 1992, the Indonedia-Singapore Coordinated Patrol (ISCP) is a collaborative effort by the Republic of Singapore Navy (RSN), the Singapore Police Coast Guard (PCG), the Indonesian Navy (TNI AL) and the Indonesian National Police (POLRI) to coordinate patrols and deter sea robberies in the Singapore Strait and the Philip Channel.
Under the ISCP agreement, the Singapore and Indonesian navies and maritime police forces conduct regular patrols within their own territorial waters, but are able to enter each others' territorial waters in the course of pursuing transnational sea robbers. Regular patrols by these maritime forces, and the constant monitoring and sharing of information between the forces on the maritime situation through platforms such as SURPIC sea surveillance system and SURPIC II information sharing portal, have resulted in a significant drop in sea robberies: from a high of 27 incidents in 1992 to eight in 2011.
ISCP: Key Milestones
On 27 May 2005, the SURPIC sea surveillance system, a platform that provides the Indonesian and Singapore navies with a common awareness of the maritime picture in the Singapore Strait, was launched in Batam, Indonesia by senior officers from both navies. The SURPIC system enhanced the coordination of operational responses and deployment of assets by the various maritime forces under the ISCP. An enhanced system, the SURPIC II information sharing portal, was launched on 11 May 2012 as part of the programme to commemorate 20 years of ISCP operations.
The ISCP Standard Operating Procedures (SOPs) was established in 1992 to formalise the arrangements that govern operations under the ambit of ISCP. During the commemoration programme for the 20th Anniversary of the ISCP on 11 May 2012, a revised version of the ISCP SOP was endorsed by Singapore and Indonesia. The new procedures were revised to reflect the changes that both navies have undergone over the last 20 years, incorporating new additions to the maritime security structure such as the Information Fusion Centre in the Changi Command and Control Centre which plays a key role to facilitate information-sharing under the ISCP.
