The Digital and Intelligence Service (DIS) inaugurated the DIS Training Command (DTCOM) today.

The Digital and Intelligence Service (DIS) inaugurated the DIS Training Command (DTCOM) today. Chief of Digital and Intelligence Service, Major-General (MG) Lee Yi-Jin, officiated at the inauguration ceremony at Bukit Panjang Camp, which was attended by senior commanders and personnel from the DIS and the Singapore Armed Forces (SAF).
In his opening address, MG Lee said, “Whether in intelligence, C4, cyber defence or digital engineering, the SAF looks to our Guardians to be deep experts in their respective crafts. But expertise in our fields has a short shelf life. Technologies advance, threats evolve, and established ways of working can quickly become obsolete. DTCOM’s role is to develop mastery, while ensuring that what our Guardians master remains current and relevant.”
The establishment of DTCOM marks an important milestone in the DIS’s efforts to strengthen training and professional development for its Guardians. DTCOM will drive the DIS’s workforce transformation and competency development, equipping Guardians with the skills and expertise required across six domains – Intelligence, Cybersecurity, Digital, C4 (Command, Control, Communications and Computers), Electronic Protection, and Information Defence. Through a more coordinated and centralised approach to training and professional development, DTCOM will strengthen the DIS’s ability to develop a skilled, adaptable and operationally ready workforce.
Beyond strengthening the DIS’s capabilities, DTCOM will also contribute to the SAF’s overall operational readiness. By equipping DIS personnel with deep expertise to operate in an increasingly complex digital environment, DTCOM will enhance the DIS’s ability to support the wider SAF in conducting integrated and effective operations.
DTCOM will also strengthen the training and professional development of Operationally Ready National Servicemen (NSmen), who play an important role in sustaining the DIS’s operational capabilities. Through structured training and opportunities to deepen their competencies, the DIS’s NSmen will be better equipped to keep pace with technological developments and adapt to evolving operational requirements. This will ensure that all Guardians remain proficient in their respective roles and are better prepared to contribute to the SAF’s operational requirements.
DTCOM will comprise specialised training schools and units catering to the DIS’s six domains of expertise, with additional schools and units progressively established in 2027 to strengthen the DIS’s training capabilities. As part of this broader effort, the Advanced School for Continuous Education and Development (ASCEND) will promote continuous learning and professional development beyond formal training. Serving as the DIS’s conduit to Institutes of Higher Learning and industry partners, ASCEND will provide Guardians with opportunities to continually deepen their competencies through access to the latest external industrial developments, ensuring that their skills remain relevant amidst rapid technological advancements and evolving operational demands.
