The Safety and Systems Review Directorate (SSRD) is an entity in MINDEF that reports jointly to the Permanent Secretary of Defence and the Chief of Defence Force. The SSRD will form external panels to drive objective reviews of the various systems within MINDEF and the SAF. A key priority of the SSRD is a review of the SAF's training safety system.
The SSRD's first task will be to set up a standing Review Panel for training safety involving experts and professionals outside SAF. The Panel will examine and evaluate the robustness of our structures, rules and safety culture. It will validate the safety standards on the ground and take reference from best practices across industries and other militaries. It will also give recommendations for developing a strong and sustainable safety culture. Periodically, the Panel will conduct a comprehensive safety systems review and submit a report to the Minister for Defence. This Panel will provide oversight and direction for the longer term for MINDEF and the SAF.
In time, the SSRD will leverage on these review panels to conduct objective assessments of key processes that affect National Servicemen, such as the preenlistment process and in-camp training administration. These panels will examine the effectiveness and reliability of our service delivery model, and recommend changes to improve the experience of our pre-enlistees and National Servicemen.
