Fact Sheet: Offshore Patrol Vessels (OPVs)

Introduction
The Republic of Singapore Navy (RSN) ensures the seaward defence of Singapore and safeguards our waters, which are critical to Singapore's security and economic well-being. Maritime security threats have evolved in scale and complexity. It is thus important that we strengthen our capabilities to better safeguard Singapore’s territorial waters.
Description of OPVs
The Sentinel-class Offshore Patrol Vessels (OPVs) are Singapore Government Vessels purpose-built to meet the increased demands and wider scope of maritime security operations. Signed between the Ministry of Defence and Fr. Fassmer GmbH & Co. KG (Fassmer), the four new OPVs will replace the existing Sentinel-class Maritime Security and Response Vessels (MSRVs), with progressive delivery from 2028. The MSRVs will remain in operational service until the OPVs are fully operationalised.
Dedicated Maritime Security Platform
Operating under the Maritime Security and Response Flotilla (MSRF), the OPVs are designed specifically for maritime security missions. The OPVs are equipped with calibrated capabilities, enabling them to respond to a range of maritime incidents in a measured and proportionate manner. This provides the Singapore Government with more options to respond to maritime security incidents.
The OPVs will inherit the missions of the Sentinel-class MSRVs, providing flexibility to fulfil maritime security operations and protect Singapore’s territorial waters. They will also work in concert with vessels from other government agencies such as the Police Coast Guard and the Maritime Port Authority of Singapore for a range of maritime security missions.
Enhanced Endurance and Operational Reach
Larger than the Sentinel-class MSRVs, the OPVs are designed for greater endurance. They are also designed with high manoeuvrability to operate effectively in Singapore's congested maritime environment. With manpower-efficient features and modular capabilities, the OPVs can be configured to respond to evolving threats over time.
Distinct Identity for Maritime Security Missions
The Sentinel-Class OPVs bear a white hull with red racing stripes, in line with vessels operated by maritime security agencies around the world. This reflects their specialised, maritime security-focused mission set. The Sentinel-class OPVs will also fly the State Marine Ensign1.
Platform Characteristics
Mission Modularity: OPVs are capable of carrying containerised systems, allowing them to be configured for a wide range of maritime security missions. This modular approach also ensures that the OPVs can be adapted to meet evolving mission requirements over time. OPVs are capable of launching a wide range of both manned and unmanned craft.
Stern-Launch and Recover System (LARS): The stern-LARS enables the safe, controlled and efficient launch and recovery of craft from the stern. It reduces handling time and crew exposure, while providing reliable operation in challenging sea conditions and improving overall vessel operational efficiency.
Fenders: The OPVs bows are fitted with robust fendering to facilitate safe and rapid close-approach and alongside operations with vessels of interest, providing protection to both vessels during contact and manoeuvring.
Ballistic Protection: Key operational spaces are fitted with ballistic protection, ensuring the safety of crew during operations.
Combined Diesel-eLectric Or Diesel (CODLOD) propulsion system: The vessel’s CODLOD propulsion system provides the flexibility to balance fuel efficiency and speed according to operational needs. It can operate efficiently at lower speeds for long-duration patrols, while providing high-speed capability when rapid response is required. This allows the OPVs to maximise endurance without compromising its ability to respond quickly.
