Reply to Media Query on Revised NS Make-Up Pay Calculation Methodology

Employers and NSmen have welcomed the greater convenience brought about by the automated Make-Up Pay (MUP) system.
MUP covers the civilian income that NSmen would have earned when they attend NS activities. Since 1 Feb 2025, MINDEF has refined the automated MUP system to more accurately determine such civilian income based on feedback from employers and NSmen. These refinements have been explained on the OneNS Portal, under the Employer and NSman profiles, with illustrative examples of MUP computations for different circumstances.
MINDEF recognises that regardless of the methodology used to determine MUP, there are NSmen with varying pay arrangements and the automated calculations may not accurately reflect their civilian income. Hence, there is an appeal channel for employers and NSmen to request for adjustments to their MUP amounts where required. As reflected on the OneNS Portal, NSmen or employers may submit appeals for adjustments to MUP along with supporting documents. Since this revised methodology took effect, we have acceded to about 100 appeals where the automated MUP calculation did not accurately reflect the NSman’s civilian income loss due to NS activities.
