CITATION
Mr Ong Khoon Kiat has played a pivotal role in harnessing technologies to deal with online threats that could undermine MINDEF’s interests. He led the development of systems that would enable MINDEF and the SAF to detect such threats. In recognition of his outstanding achievements and contributions, Mr Ong is awarded the DTP 2024 Individual (Engineering) Award.

KEY CONTRIBUTIONS
Mr Ong oversaw the transformation of MINDEF/SAF software capabilities for utilising information readily available on the Internet, delivering software systems used by analysts to detect online terrorism threats seeking to undermine Singapore’s interest.
These systems help analysts understand threat actors by fusing different sources of data and employing the use of AI models to analyse harmful content such as propaganda and fake content.
The key challenge in this domain is to be able to swiftly develop measures to counter the latest tactics employed by threat actors. To do this, Mr Ong and his team collaborate extensively with companies and research institutes to bring in new technologies to complement in-house developed capabilities. They have also developed a software platform that serves as an anchor for integrating these new technologies.
Beyond capability development, Mr Ong has also led efforts to educate our youth about the dangers of mis-using technology. In particular, Mr Ong and his team started a workshop at DSTA’s BrainHack – an annual learning festival for youths – to teach students how technology can be used to detect AI-generated misinformation in the online space.

The Advanced Energetic Systems Team has built up design and development capabilities in Energetic Systems, such as insensitive munitions, for the SAF. To overcome limited testing ranges, they used extensive simulations and innovative testing methods to improve the safety of our munitions for peacetime handling and storage. In recognition of the team’s outstanding achievements and contributions, it is awarded the DTP 2024 Team (R&D) Award.
