Written Reply by Minister for Defence Chan Chun Sing on Reasons for Cancellation to Base RSAF F-15s in Guam and Subsequent Implications

After a review of the Republic of Singapore Air Force’s overseas training requirements, the Ministry of Defence (MINDEF) and the US Department of War mutually agreed to discontinue discussions to establish a RSAF fighter training detachment in Guam.
Mr Yip Hon Weng asked the Coordinating Minister for Public Services and Minister for Defence (a) what are the reasons for the cancellation of the plan to base RSAF F-15s in Guam and the strategic implications for RSAF's long-term training; (b) whether there are any financial costs incurred by Singapore; and (c) whether the Ministry can affirm the stability of the Singapore-US defence relationship and that all other US-based training detachments will proceed as agreed.

Singapore-US defence relations are excellent and longstanding, underpinned by a mutually beneficial partnership. This was recently reaffirmed during my meetings with Secretary of War Pete Hegseth, senior administration officials, as well as US Senators and Representatives.
After a review of the Republic of Singapore Air Force’s (RSAF) overseas training requirements, the Ministry of Defence (MINDEF) and the US Department of War mutually agreed to discontinue discussions to establish a RSAF fighter training detachment in Guam. As no infrastructure has been constructed, the only costs incurred were for design works. We appreciate that the US has supported our decision and look forward to continuing our partnership. The RSAF will continue to conduct periodic short-term training and exercises in Guam, including an upcoming fighter training detachment in October to November this year. In addition, the US continues to support the RSAF’s existing fighter and helicopter detachments, and we are also working closely together to establish a new RSAF F-35 fighter training detachment in Ebbing Air National Guard Base in Fort Smith, Arkansas.
