Partnership With SingHealth And Adoption Of Next Generation Electronic Medical Record System To Enhance SAF Healthcare

The Singapore Armed Forces Medical Corps (SAFMC) has formalised a strategic partnership with SingHealth, Singapore’s largest public healthcare cluster, by signing a Memorandum of Understanding (MOU). This marks a significant milestone in enhancing healthcare delivery for SAF personnel. The partnership aims to improve healthcare quality and delivery for SAF personnel through access to SingHealth’s institutions, advance training and capability development across both organisations, and enhance the integration of medical informatics systems.
The MOU was signed today by Brigadier-General (BG)(DR) Lee Wei Ting, Chief of Medical Corps, and Professor Ng Wai Hoe, Group CEO, SingHealth. The ceremony was witnessed by Minister of State for Defence, Mr Desmond Choo. Highlighting the importance of the MOU in enhancing SAF healthcare, Mr Choo said, “This agreement is about more than logistics. It is about a shared mission. It is about bringing the best of our civilian healthcare talents together with the dedicated professionals of our Medical Corps for a common cause: the health of our people.”
Strategic Partnership between SAFMC and SingHealth
Emphasising the importance of the partnership, BG(DR) Lee Wei Ting, said, “While what we have may be sufficient today, the world that we live in is changing, and the SAF is not immune to the shifts in our broader healthcare landscape. We face the same rising threats that confront Singapore, threats such as global pandemic, mental health concerns and shifting disease burdens. They adversely impact military readiness and well-being, just as they do the wider population. To meet these challenges, we cannot operate in isolation, The SAF Medical Corps, must move quickly, innovate continually, and adopt a whole-of-ecosystem approach. Strategic partnerships with our national healthcare institutions are crucial. Our public healthcare system possesses the scale, expertise, and integrated network necessary to respond effectively to these threats. Through this partnership, we hope to integrate cutting-edge research and advanced medical practices into the care of our people.”
On SingHealth’s partnership with SAFMC, Professor Ng said, “We are grateful to the SAF servicemen and servicewomen who have dedicated their lives to defending Singapore. This MOU allows us to provide SAF personnel with seamless and integrated clinical care across all SingHealth institutions, ensuring the SAF can continue its mission of defending Singapore at peak operational readiness. Beyond clinical care, the MOU deepens our training collaborations and professional exchanges, allowing us to provide real-world training and experience for trainees through cross-organisational training stints. I am confident our partnership will play an important role in building a more resilient and capable healthcare system that supports both national defence and public health in a sustainable manner.”
SAF to Adopt Next Generation Electronic Medical Record System
In a move to further enhance healthcare delivery, SAFMC is set to adopt the Next Generation Electronic Medical Record (NGEMR) system in collaboration with Synapxe and the Defence Science and Technology Agency (DSTA). NGEMR is one of the major healthcare programmes that Singapore has embarked on to transform care delivery. “One Patient, One Record”, this advanced centralised EMR system records the entire patient’s journey across different care settings and supports clinical decision with intelligent alerts and data analytical capabilities.
The introduction of NGEMR in the SAF will empower SAF Medical Officers and healthcare teams with timely access to detailed medical records and clinical notes, significantly improving the coordination and continuity of care for service personnel. In addition, laboratory or imaging tests conducted at SAF medical centres will not need to be repeated at public healthcare institutions, reducing duplication and enabling more timely and effective care. Referrals from SAF to Public Healthcare Institutions can also be made seamlessly through the NGEMR system. The NGEMR will also feature advanced analytical capabilities and operational tools to streamline workflows, improve efficiency, and support better health outcomes. SAFMC’s onboarding onto the NGEMR aligns with the government’s phased rollout of the NGEMR across all public healthcare institutions and is expected to be completed by 2028.
