Singapore Collaborates with United Nations to Develop Notification of Casualties Software Application

Singapore's Permanent Representative to the United Nations (UN), Ambassador Burhan Gafoor, presented the certificate of completion for the Notification of Casualties (NOTICAS) software application to the United Nations Under-Secretary-General for Peacekeeping Operations, Mr Jean-Pierre Lacroix and the Under-Secretary-General for Field Support, Mr Atul Khare earlier today (Singapore Time).

The NOTICAS software application is the outcome of the Memorandum of Understanding (MOU) to jointly develop an information management tool to leverage on technology to realise greater efficiency and situational awareness of UN peacekeeping operations, signed between Singapore and the UN in December 2015. Tapping on the Singapore Armed Forces (SAF)'s expertise in developing similar systems for the Changi Regional Humanitarian Assistance and Disaster Relief Coordination Centre, this application is a joint collaboration between the SAF and the UN Department of Peacekeeping Operations (UN DPKO) and Department of Field Support.

The NOTICAS software application is a secure web-based programme which enables electronic submission of casualty data for UN personnel serving in all Peacekeeping and Special Political Missions to the UN Headquarters in New York. This new process replaces the current manual process and allows key stakeholders at UN HQ to be notified with real-time information from the 16 peacekeeping missions worldwide.

Singapore supports the UN's efforts in promoting international peace and stability, and in upholding the rule of international law. Since 1989, Singapore has taken part in 15 peacekeeping and observer operations. The SAF has contributed to the development of peacekeeping guidelines in maritime, aviation and engineering to improve peacekeeping standards and the safety of peacekeepers. SAF officers are also seconded regularly to the UN DPKO.
