Graduands of the 64/25 Specialist Cadet Course,
Parents, families and friends,
Leaders of the Singapore Armed Forces,
Ladies and Gentlemen,
INTRODUCTION
A very good evening! Let me start by saying how proud I am to see all of you, the graduands of the 64/25 Specialist Cadet Course on parade after your 22-week leadership journey.
During this time, you have gained new skills, strengthened your character, and developed as leaders of the SAF. You underwent demanding training, stretched your limits and forged close friendships with one another. Through sheer hard work, perseverance and determination, you have succeeded and will join the ranks of specialists and military experts in the SAF. This is an important responsibility as Specialists are an integral part of the military.
I would also like to acknowledge your families in the stand today for supporting you and for your many sacrifices that you have done for your sons, daughters and loved ones, through this gruelling and difficult journey. I think you all deserve a round of applause.
NAVIGATING THE NEW GLOBAL INSECURITY
When I was still in the Army, and when I engaged my NSmen, I had to keep reiterating the need for the defence of this country, especially for small states like us. While they understood what I was saying, I could tell that there was always a feeling that armed conflicts, particularly wars between countries, were highly unlikely.
How much this has changed over the last couple of years, given what is going on in the Ukraine, the Middle East and other parts of the world. This is over and above the terrorist and cyber threats that continue to be clear and present. In fact, just last month, Singapore announced that it was actively dealing with an ongoing cyberattack by an advanced and persistent threat actor, that was attacking our critical infrastructure, also known as the UNC3886. If successful, such attacks could cause major disruption to our daily lives. As Minister K Shanmugam revealed last month, the number of suspected advanced persistent threats attacks in Singapore grew more than four-fold from 2021 to 2024. To make matters worse, the rules-based global order is also fraying, and could quickly become flashpoints if not managed carefully.
While we watch the world with bated breath, we are on solid footing thanks to the years of dedication, commitment and steady investments in defence by the government. In fact, this was most evident when we celebrated National Day and SG60 less than two weeks ago, when we were able to not only witness the might and firepower on display but also celebrate our pioneers who had painstakingly built the SAF. The SAF today also stands ready to help those in need overseas. Last week, at the invitation of the Jordanian government, we deployed, for a second time, an RSAF C-130 transport aircraft to conduct airdrop operations for Gaza and deliver the ninth tranche of humanitarian aid for Gaza. This reflects the SAF’s operational readiness, commitment and professionalism to aid all those in need.
TECHNOLOGY AT THE FOREFRONT, PEOPLE AT ITS CORE
We should therefore build on this strength and the SAF must continuously transform itself to maintain and to remain relevant as a modern and advanced fighting force. It is therefore heartening that the Singapore Army will be fielding a new infantry fighting vehicle, the Titan, with significantly enhanced firepower and counter-drone capabilities. The Republic of Singapore Air-Force will be acquiring eight more F-35A fighter jets, which will add to the 12 F-35Bs fighter jets that were purchased earlier. The Republic of Singapore Navy expects all four custom-made submarines to be operational around 2028, with plans to procure two more Invincible-class submarines to safeguard Singapore’s Sea Lines of Communication. The Digital and Intelligence Service inaugurated the SAF C4 and Digitalisation Command to drive digitalisation efforts across the SAF and the Defence Cyber Command to enhance cyber security capabilities and defend against cyber threats.
While cutting-edge technology gives the SAF an edge, ultimately it will be the resolve of our people and soldiers that would win the day.
Graduands, your commitment and dedication will therefore play an important part in safeguarding Singapore’s future. You will no doubt have better and more advanced equipment in your arsenal when compared to the previous generations of leaders. But ultimately it is your leadership on the ground, your ability to inspire and bring out the very best of every Soldier, Sailor, Airman and Guardian, that will ensure that the SAF employ these advanced technologies to the fullest of our ability. In the face of difficult challenges, always remember your purpose, stay guided by the SAF Core Values and push on with your fighting spirit.
COLLECTIVE STRENGTH THROUGH TOTAL DEFENCE AND NATIONAL SERVICE TO SAFEGUARD SINGAPORE’S SOVEREIGNTY
As a small nation, Singapore draws on the collective strength of our people through Total Defence. Military Defence is anchored on National Service, which has become part and parcel of the lives of many Singaporeans. We must all play our part towards Total Defence. This includes supporting our National Servicemen in their duties, continuously learning new skills, and actively safeguarding against disinformation and subversion. These efforts collectively will ensure that we remain strong, secure and cohesive as a nation.
This year also marks the SAF’s 60th anniversary. As much as the SAF gives strength to Singapore, the SAF draws its strength from all Singaporeans. We are thankful for the strong support that Singaporeans have given to the SAF, and for National Service over the years.
CONCLUSION
Today and on this momentous occasion, we acknowledge those who have contributed to the graduands’ success. To our dedicated instructors and trainers, your tireless commitment has shaped the next generation of leaders, preparing them for their critical roles ahead.
I would like to once again thank you, your families, and your loved ones for all the support given to the graduands, and in supporting them in successfully completing the Specialist Cadet Course. As you step into your new roles, I urge you to be an inspiration for all of those whom you lead.
