Reply to Media Queries on the release of the Second Congressional Notification for RSAF's F-16 Upgrade Programme

In response to media queries on the release of the Second Congressional Notification for RSAF's F-16 Upgrade Programme, MINDEF has issued the following reply:
The Congressional Notification (CN) is a notification to the US Congress for the US' possible sale of military equipment and is not a formal contract of purchase. Programme negotiations are still ongoing, no contract has been signed, and MINDEF will ensure all our operational requirements are fulfilled before committing to the upgrade programme detailed in the CN. Among other requirements, value for money and long-term programme reliability are key factors. MINDEF is mindful of our responsibility to spend carefully and wisely.
The F-16s, some of which have been in service for more than 15 years, remain the backbone of our fighter fleet. They are a critical component of Singapore’s multi-layered air defence system that provides a comprehensive shield against airborne threats. The upgrade will extend their lifespan and ensure that they remain operationally relevant for the next 20 years. The F-16s, when upgraded, will be enhanced with new sensors and weapons, among other improvements, to ensure that they retain the flexibility and capability to meet new and evolving demands.
