Graduands of the 92/13 Officer Cadet Course,
Parents, Distinguished Guests,
Ladies and Gentlemen,
To all of you standing on parade today, let me congratulate you on the successful completion of the Officer Cadet Course. By persevering through 38 weeks of rigorous military training, you have proven your mettle and worth. You are now ready to take your place in the Singapore Armed Forces Officer Corps. You will be entrusted with the responsibility of leading the men and women to defend the sovereignty and the territorial integrity of our homeland. This is a solemn duty, which will require steadfast dedication, determination and conviction. Many others before you have done their part, now it is your turn to answer our nation's calling.
Singapore has enjoyed peace and prosperity for 49 years - in spite of the inherent challenges that we face. As a small nation, we lack natural resources and do not have strategic depth. We know that we must never take our security for granted, and that securing our homeland is something that we ourselves must undertake. That is why building up a strong defence has been a key national priority from the very beginning.
Indeed, the peace and security enjoyed by Singapore is only made possible by a strong and credible SAF. In recent years, the task of defending Singapore has grown even more challenging, as threats to our security have expanded to include terrorism, piracy, pandemics, natural disasters and other unforeseen events.
The SAF has embarked on a journey of transforming its warfighting capabilities, and has expanded its scope to include a wide spectrum of operations. Today, the SAF stands ready and capable to respond - at a moment's notice - to unforeseen events in unexpected environments, as we have seen in the aftermath of Typhoon Haiyan and in the Search and Locate efforts for aircraft MH 370. As the SAF undergoes this process of change, we must bear in mind that it is not the latest advanced platforms, weapon systems or combat equipment that will guarantee mission success. Rather, it is in the continued commitment, competence and confidence of the men and women of the SAF, including all of you graduating today.
This is why the work of the Committee to Strengthen National Service (CSNS) is important. Since it was convened last year, almost 40,000 Regulars, NSFs, NSmen and members of the public have been consulted. Having heard many useful suggestions and views, I understand that MINDEF will be looking into opportunities to increase recognition for NSmen and to make the NS training system more effective and efficient through the hiring of more Regular trainers. However, strong defence cannot be achieved in isolation, but also depends on the support of the larger community, such as the family and employers of NSmen. It is the support of this larger community that encourages and enables those who serve to do their jobs well, to safeguard our home and nation.
As you assume leadership responsibilities, you must be conscious that our soldiers come from all walks of life and bring with them different expectations and perspectives on NS. Some may even ask if NS is necessary, given the peace and stability that we have enjoyed for many years. As their leader, you must give your soldiers a purpose for serving, and inspire in them a commitment to defend our home, our families and our friends. By imbuing in them a deep sense of purpose and mission, you will be effective in leading and uniting them with the common goal of defending Singapore.
As Officers of the SAF, you must also build a strong partnership with our Military Experts, Warrant Officers and Specialists. The Warrant Officers and Specialists and Military Experts, together with the Officers, play a key role in strengthening the SAF's operational structure and training systems. Indeed, the strength of the SAF rests on the three corps working closely together to achieve mission success for the SAF.
As Officers, you must lead by example and uphold the highest standards of discipline and professionalism. Be consistent in word and deed, and always strive for excellence. Only then will you be able to earn the respect, loyalty and the trust of others. As a commander, you will face unfamiliar situations and challenges. In such circumstances, you must possess presence of mind and adaptability. You must be resilient and inspire your team to overcome adversity with courage, fortitude and determination. For it is only with strong leadership, that we can rally our people and resources to protect our country and our loved ones.
Commissioning amongst you today are two international Officers from the New Zealand Defence Force and the Royal Thai Army. Your graduation here bears testament to the close ties and warm friendship between our countries. Build on the camaraderie forged for the past months with your colleagues from the SAF. These ties will strengthen the bonds between our nations, well into the future. I wish you every success in your future career.
Let me also recognise all the people who have been supporting you all through these 38 weeks - your parents, loved ones and your friends who have stood behind you through this endeavour. I am sure your unwavering support played a critical role in helping these young men and women through the toughest moments of their training.
To all on the parade square, this is a proud and defining moment for you, your families and everyone here today. Your commissioning affirms our nation's trust and confidence in you. Generations of SAF Officers have come before you, and they have served our country with honour and distinction. Live up to this tradition of excellence and dedication.
I am confident that you will carry out your duties to the best of your abilities and always uphold the OCS motto: "To Lead, To Excel, To Overcome." Thank you.
