The framework of arrangement formalises the existing meetings under the CARM-INDONSIN HLC between the Singapore Armed Forces (SAF) and the Indonesian National Defence Forces (TNI). It reaffirms the strong and longstanding relationship between the two armed forces.
The CARM-INDOSIN HLC was initiated during the 15th Combined Annual Report Meeting (CARM) 2012 held in Singapore. It is the overall governing body overseeing bilateral meetings between the two armed forces in the areas of intelligence, operations and exercises, personnel and logistics. The meetings under the CARM-INDOSIN HLC include the following:

Indonesia-Singapore Joint Intelligence Committee (ISJIC)
Indonesia-Singapore Joint Operations and Exercises Committee (ISJOEC)
Indonesia-Singapore Joint Education and Specific Program Committee (ISJESPC)
Indonesia-Singapore Joint Logistics Committee (ISJLC)
Indonesia-Singapore Joint Working Group (ISJWG)
