Good evening, ladies and gentlemen.
I am pleased to be here this evening to officiate at the graduation ceremony of the first National Service Command and Staff Course. In the past, our NS officers attended either the command or the staff course but not both. With the National Service Command and Staff Course, our NS commanders are prepared for higher-level appointments with a deeper knowledge of both command and staff work.
Our NSmen form the backbone of the SAF, so it is vital that we develop their full potential. We are well-positioned to do so. First, our educational standards enable our NSmen to master the more complex techniques of modern warfare. Just as knowledge and technology provide the critical edge for tomorrow's economy, so too for tomorrow's battlefield. Second, our NSmen are highly motivated and committed to the defence of Singapore.
We can be justifiably proud of how our NSmen sustained the demanding pace of training even during the difficult times of the economic crisis. This meant that the SAF always kept up its high state of operational readiness. Third, our NSmen enjoy the strong support of their families and loved ones. In turn, this gives deeper meaning to the sacrifices they make in going through their military training - for ultimately what they are training for is to defend their homeland and their families if Singapore should ever come under threat.
The commitment that Singaporeans demonstrate to our country's defence has paid off not only in enhancing our security but also in other ways. We continue to attract foreign investments, even at a time of regional economic uncertainty. This helped our economy to recover faster. The investments reflected confidence in our future. A favourable environment for investment requires more than just economic incentives. No one sinks in large sums of money unless there is some level of assurance of security for the longer term. Singaporeans' commitment to national defence, the importance we attach to ensuring our security - these speak of the kind of nation and people we are, and give confidence to those who are looking for a place to grow their investments.
To the NS officers gathered here this evening, this course has equipped you with the professional knowledge and skills necessary to perform your new roles as senior commanders and staff officers in the SAF. As graduates of the National Service Command and Staff Course, you join the corps of NSmen who have made the extra effort and sacrifice to take up senior leadership positions. Those who came before you have done well, and played an important role in the development of the SAF. I am confident that you too will make a significant contribution to the SAF and the defence of Singapore.
This evening would not be possible without the contributions of the spouses and employers. Let me thank you for your presence and support. Your understanding, patience and encouragement have been crucial in helping our NSmen to complete this intensive course to the high standards expected of them.
In conclusion, let me extend my heartiest congratulations to the graduands for having successfully completed the first National Service Command and Staff Course. You can be justifiably proud of yourselves and your achievements. As senior commanders and staff officers, your dedication and sacrifice attest to the determination of our NSmen to defend Singapore. I wish you the very best as you take up new and challenging appointments in the SAF.
