Fact Sheet: New Central Manpower Base (CMPB) – One Stop Hub for NS Matters

The new CMPB is an integrated one-stop service hub that consolidates services for pre-enlistees (PE) and National Servicemen (NSmen) to better support them through their NS journey. It is located opposite Cashew MRT station and has been progressively opened from 2025. PEs and NSmen can conveniently carry out a range of activities at CMPB such as medical screening, taking their Individual Physical Proficiency Test (IPPT) or attending NS Fitness Improvement Training (NS FIT) programme, and buying items for their training at the Lifestylemart. NSmen and members of the public can also enjoy amenities such as outdoor exercise facilities, food court and cafe, convenience store, and a childcare centre.
The key features of CMPB are:
One-stop Service Hub. At CMPB, Service Officers will assist servicemen with appointments with their NS-related service transactions. Visitors can provide their mobile numbers when checking in for their appointments to receive timely notifications about their queue status. Service Connect is open from 8am to 5.30pm on Mondays to Fridays, and 8am to 1pm on Saturdays. It is closed on Sundays and Public Holidays.
Medical Classification Centre (MCC). The Medical Classification Centre (MCC) is where Pre-Enlistees (PEs) undergo pre-enlistment medical check-ups to be classified for their NS roles. The MCC offers a seamless omni-channel customer experience for PEs which includes mobile-friendly registration and queue system with personalised itinerary, enabled by the Integrated Queue and Registration system, and dedicated staff on standby to assist. The medical equipment is new and updated, thereby improving staff productivity and benefiting patient care.
SAF's Second Regional Health Hub (RHH). As part of SAF's ongoing healthcare transformation efforts, the new CMPB brings together essential and enhanced healthcare services under one roof to better serve the needs of service personnel. The RHH at CMPB centralises various SAF healthcare facilities which are currently spread across multiple locations, including the Specialist Medical and Dental Centre formerly at Kent Ridge, Health Screening Programme (HSP) Centre and MINDEF Medical Centre. Through this new health hub, MINDEF/SAF seeks to streamline patient journeys and improve overall health outcomes for service personnel. Besides providing comprehensive primary and specialist healthcare services to servicemen, the one-stop HSP service will also streamline the health screening journey for our NSmen.
All-weather Fitness Conditioning Centre (FCC). Here, PEs and NSmen can take their IPPT, and NSmen can also undergo their NS FIT programme. This FCC features a sheltered running track within a garden environment, so servicemen can do their IPPT without worrying about bad weather and enjoy the greenery while running. The facility has been equipped with practical improvements to enhance the user experience, including an increased number of score-checking kiosks and audio/visual equipment at briefing areas to enable concurrent briefing of subsequent waves. The user-friendly locker system features coloured zones and viewing windows to help users identify their belongings, as well as varied sizes to suit different needs. This FCC is estimated to serve about 60,000 NSmen (48 thousand for IPPT; 12 thousand for NS FIT). The schedules for IPPT and NS FIT that are conducted at this FCC are the same as those of other FCCs around the island.
Lifestylemart. This is the first Lifestylemart outlet with RFID self-checkout kiosks. NSmen, PEs and Active service personnel can also conveniently make online purchases through the eMart e-Service on OneNS. They can select their preferred delivery mode during online checkout – home delivery or self-collection from the e-lockers at CMPB. The Lifestylemart in CMPB is the third commercial Lifestylemart open to the public, estimated to serve approximately 800 customers per day. The other two are located at SAFRA Punggol and The CHEVRONS in Jurong East.
Food Court and Cafe. There are two eateries that are open to service personnel and the public. Servicemen can refuel there after their IPPT, while their family members or friends can wait for them there while they complete their NS activities. The 700-seater food court has more than 20 stalls offering a wide variety of cuisines, and the smaller cafe is family-friendly.
Outdoor Exercise Facilities. This area is equipped with a running trail, fitness station and a football field, nestled in greenery for users to connect with nature while working out.
Childcare Centre. Members of the public may enrol their children at the childcare centre at CMPB – Sunflower Preschool @ Hillview.
