Fact Sheet: MINDEF/SAF Counter-Terrorism Training -- Community Response Module

Background
MINDEF/SAF forms a critical component of the Whole-of-Government (WoG) efforts to deter and combat terrorism in Singapore. Our people contribute to such efforts through (a) operational duties and responses to safeguard our nation's security; and (b) community responses as citizens to support first responders and render assistance to members of the public in times of terrorist attacks. The MINDEF/SAF Counter-Terrorism (CT) Training -- Community Response Module (CRM) was introduced in Jan 2018 to equip all MINDEF/SAF personnel with the ability to protect themselves, and help those around them in the event of a terror attack.
Overview of Counter-Terrorism (CT) Community Response Module (CRM)
CRM training will equip off-duty MINDEF/SAF personnel with the knowledge and skills to aid others and support first responders (e.g. Singapore Police Force, Singapore Civil Defence Force, Singapore Armed Forces, etc.) in the event of a terrorist attack. CRM includes the SGSecure initiative of "Run, Hide, Tell" as part of WoG efforts to prepare all Singaporeans against the threat of terrorism. In addition, our people will be taught the "Assess, Decide, Act" framework to guide their responses and how they can apply relevant military and life-saving skills acquired during their service in MINDEF/SAF. Through CRM, our people will be better prepared as Active Responders to render aid to injured civilians as well as assist authorities to enhance the safety of others. The training will also emphasise that our people's responses are voluntary and they should not unnecessarily put themselves in harm's way.
CRM training will be introduced progressively in MINDEF/SAF with the aim of training all MINDEF/SAF personnel (i.e. full-time national servicemen, operationally ready national servicemen, Regulars, defence executive officers (DXOs) and SAFVC[1] Volunteers (SVs) by mid-2019. In the steady state, all military personnel will be trained during BMT, SVs as part of the SAFVC training, and DXOs as part of the Defence Foundation Programme.
