Fact Sheet: Review of MINDEF Notification Centre and Home Team Overseas Notification Centre Reporting Requirements

The Ministry of Defence Notification Centre (MNC) and Home Team Overseas Notification Centre (ONC) reporting requirements have been revised to ease travel restrictions for Operationally Ready National Servicemen (NSmen), while providing the Ministry of Defence (MINDEF) and the Ministry of Home Affairs (MHA) with information on NSmen who are overseas for longer periods. MINDEF and MHA regularly review our exit control policies, taking into consideration the need to maintain operational readiness of the Singapore Armed Forces (SAF), Singapore Police Force (SPF) and Singapore Civil Defence Force (SCDF).From 1 July 2014, only NSmen who travel overseas for more than 14 days and less than six months will be required to notify the MNC or ONC. Previously, NSmen who travelled overseas for more than 24 hours and less than six months were required to notify the MNC or ONC.

NSmen are still required to apply for an exit permit if they are traveling and remaining overseas for period of 6 months and longer in a single trip. NSmen, who are on operational manning in units, would also have to seek approval from their unit commanders before travelling overseas.
