Changi Naval Base was officially opened by then Prime Minister Goh Chok Tong on 21 May 2004. On 15 May 2017, in conjunction with the Navy’s Golden Jubilee celebrations, the base was named RSS Singapura – Changi Naval Base by President Tony Tan. This name holds a special significance for the RSN as the birthplace of the Navy; it was at RSS Singapura that the Singapore Naval Ensign was hoisted for the very first time on 5 May 1967.

The base was constructed to accommodate the RSN's expanding operational requirements. It is located at the eastern end of Singapore and is built on reclaimed land. It encompasses an area of 86 hectares, a sizeable basin and 6.2 kilometres of berthing space to house several operational and support units. The base incorporates information technology and automation to optimise its daily operations as well as innovative solutions to minimise operating costs.
