Graduands of the 122/20 Officer Cadet Course,

It is my honour and pleasure to address you on the day that marks the beginning of your journey as Commissioned Officers of the Singapore Armed Forces.

LIVING WITH COVID-19

We have faced unprecedented circumstances since Singapore detected its first COVID-19 case in January 2020. In spite of the uncertainty and imperfect information regarding the virus, the SAF adapted quickly to maintain operational readiness and continue essential force generation activities. SAF personnel – both regulars and NSmen – abided by strict safe management measures, to keep Singapore safe and secure. Cadets like you completed rigorous training courses, which allowed you to train realistically and safely. While some units were able to gradually resume going overseas for high-level exercises, others participated in equally demanding local exercises and sustained the conduct of operations.

Apart from this core mission, the SAF's unwavering dedication was exemplified in its people's contributions to the national efforts against COVID-19. For instance, the SAF packed and delivered millions of masks to community centres all across the island, helped with contact tracing, as well as deployed teams and stood up facilities to support efforts to care for migrant workers and other COVID-19 patients.

All of you have contributed to our march towards a new normal where we live with an endemic COVID-19. Notably, the SAF has achieved herd immunity through vaccinations. As the SAF continues with its activities, I trust that as leaders, you will care for the people under your charge, and take the necessary measures to ensure their well-being. With determination and adaptability, we will not just be able to meet the challenges of today and tomorrow, but also achieve a new equilibrium for life and work.

CONSTANT TRANSFORMATION

COVID-19 will very likely bring about continued change and uncertainty. Nevertheless, the SAF looks to the future, to meet the challenges presented by an increasingly complex and volatile security environment. Let me highlight a few of the SAF's efforts.

The SAF's transformation efforts have never stopped. Our Army's third-generation Combined Arms Division attained Full Operational Capability in March this year. It demonstrated its ability to fight as a networked and integrated force during a capstone exercise. Our Navy's Maritime Security and Mine Countermeasure Unmanned Surface Vessels will strengthen our servicemen and women's ability to conduct missions remotely, ensuring safety even during potentially dangerous missions. Our Air Force completed its Island Air Defence System last year, which allows us to effectively detect and neutralise a wider spectrum of air threats. The RSAF is also continuing its efforts to develop 'smart' airbases.

We are also enhancing our capabilities to deal with an expanded spectrum of security threats, such as terrorism, maritime security and cyber threats. Recognising how international cooperation is needed to tackle these transnational challenges, Singapore set up the multilateral Counter-Terrorism Information Facility earlier this year. Singapore will also be hosting the ASEAN Defence Ministers' Meeting (ADMM) Cybersecurity and Information Centre of Excellence in future.

This is the SAF that you will inherit and lead. Undeniably, while the rapidly evolving strategic environment will challenge plans and operations, the SAF can and should continue leveraging its people, partnerships and technologies to stay ahead. Here, I would also like to thank the family and friends of our graduands for your constant support for them.

EMERGING STRONGER, TOGETHER

Finally, let me touch on your role as leaders in the SAF. You will play a part in ensuring that Singapore emerges "stronger, together". The successful organisation of the National Day Parade last month showed that we can indeed emerge "stronger, together" if we stand in solidarity. As you lead your men and women, anchor your decision-making and personal conduct on the sound values you have picked up during your training. I have every confidence that you will be able to Lead, Excel, and Overcome.
