Ladies and Gentlemen,

INTRODUCTION

I am honoured to join all of you for your graduation parade today. I would like to first extend my heartiest congratulations to all the graduands on your completion of the 47/2020 Specialist Cadet Course. You have displayed strength and resilience over the past five months, earning the right to don the ranks on your sleeves. I welcome all of you as Specialists and Military Experts of the Singapore Armed Forces (SAF).

THE LEADER'S ROLE IN BUILDING A STRONG SAF

Singapore has enjoyed peace and stability for more than 55 years since our independence in 1965. During this period, the Singapore Armed Forces has transformed into a strong and capable armed forces with advanced systems and equipment. Today, the SAF is the bedrock of Singapore's defence and security.

In all its operations and deployments, the SAF has exhibited high operational readiness and demonstrated the professionalism of its people, including in its contributions to the national fight against COVID-19. Some of these COVID-19 operations may have been different in nature from what you have trained for, but by remaining true to your sense of mission, trusting the training you have received, and staying grounded in your values -- the SAF once again rose to the occasion, and did the nation proud.

Today, you begin your journey as leaders of this dynamic organisation. As Specialists, you must carry out the roles of Warfighter, Trainer and Leader. As Military Experts, you must take pride in your expertise, knowledge, and professionalism. All of you will bear the honour and responsibility of leading your women and men in training and in operations to protect Singapore and safeguard our way of life. Lead them with purpose, and they will remain committed to serve alongside you. I am confident that your training during the Specialist Cadet Course has prepared you well for the next phase of your journey.

SAFETY AS A MISSION OUTCOME

As you assume the role of Specialists and Military Experts in the SAF, you will bear the responsibility of training your servicemen and women to the highest standards, and to accomplish your assigned missions and tasks. But please remember that you will also be entrusted with the lives of these men and women in your charge. Train them well, train them hard, but always be mindful to look out for their safety and well-being. That is your mission too. Care for them and show concern for the challenges they may face. You must lead by example and never compromise safety as a mission outcome.

During this COVID-19 pandemic, you have done well in adapting your training modalities, yet not compromising on the training standards. The fight against COVID-19 is far from over. As you deploy into your new roles, remember that we must continue to remain vigilant and adhere to safe management measures. We must continue to give confidence to all Singaporeans that training in the SAF will remain safe. As leaders, you have a duty to uphold this core value of Safety.

CONCLUSION

 Graduands, today represents a significant milestone in your military journey. It is a day of celebration for the hard work that each and every one of you have put in. The rank you are about to receive is an affirmation of the nation's trust and confidence in you. The torch will now be passed on to you, the next generation of leaders, to continue to build a strong SAF to overcome the challenges of tomorrow. Carry out your duty with pride and dedication, and live up to the Specialist and Military Expert Creeds.

Singapore depends on you to keep our country safe, secure and strong for many years ahead. I welcome all of you once again as Specialists and Military Experts of the SAF. To all the families, thank you for your unwavering support and commitment. Your support has definitely made the difference in their service. Graduands, thank you for serving our country. I wish you all the best, and may you have a fulfilling leadership journey ahead.
