You must have a tertiary qualification in learning, training or curriculum development or a related field, with at least 5 years’ of relevant work experience in learning and training development/ management. Possession of a postgraduate degree in learning, training or curriculum development, or professional qualification in adult learning, is advantageous. You must be familiar with the latest developments and trends in learning/ curriculum development principles, learning/ curriculum design frameworks and learning technology used in educational institutions and workplace. You specialise in security matters for the Republic of Singapore Air Force (RSAF)'s Next Generation Fighter (NGF) project. On this, you develop security and training plans, as well as standard operating procedures (SOPs) to ensure the protection of classified information and materials. Assistant Director (Procurement & Compliance)

You formulate and implement procurement strategies and policies to ensure that MINDEF/SAF procurement has transparency, competition and good value for money. On this, you carry out performance management of the existing procurement systems and processes to identify gaps and inefficiencies, and propose solutions for them. Additionally, you scan the horizon for best procurement practices and initiatives, and assess the feasibility of implementing them in MINDEF/SAF's context. Your challenge lies in working with a diverse group of stakeholders to drive initiatives and achieve the objectives of procurement policies, systems and frameworks that are enabling, compliant, effective and sustainable.

You must have a tertiary qualification, with at least 8 years of work experience, preferably in procurement, logistics, land & building infrastructure policies. Knowledge in governance and compliance tools and frameworks such as Risks and Internal Controls Evaluation checklists (RICE) or their equivalent is advantageous. You should possess strong analytical and planning abilities, as well as good interpersonal and communication skills.
