You plan and execute public communication efforts in support of MINDEF/SAF's communication objectives, principally to preserve and strengthen public trust and confidence in national defence, NS and the SAF. This includes formulating publicity plans, working closely with the media on feature stories as well as drafting replies to forum letters and media queries. You also deal with consequence management of major incidents and unplanned events to maintain public confidence in MINDEF/SAF. Your challenge lies in working with multiple stakeholders to gain a thorough understanding of policy and operational issues, and then developing effective communication programmes that meet organisational objectives in a timely manner. To be effective in the job, you need to maintain good working relations with stakeholders, particularly the media.

You must have a tertiary qualification, preferably in communication studies, political or social sciences, or science and technology (Information and Communication Technology, Digital Media, Information Science etc.), and with an excellent command of written and spoken English. A keen interest in public communication, media and defence-related matters, along with the possession of strong interpersonal, communication and analytical skills, are required. You must be able to work odd hours, and travel overseas on short notice for work. Having relevant work experience in journalism, media, public relations, corporate communication, and/or corporate planning, as well as the ability to converse, write and translate in the vernacular (i.e., Mandarin, Bahasa Melayu, Tamil) is advantageous. You also coordinate projects that harness the use of technology to enhance our analysis of MINDEF/SAF's SC efforts. Additionally, you analyse significant issues relating to MINDEF/SAF in the mainstream media and online platforms, as well as measure the effectiveness of MINDEF/SAF's messaging efforts so that they remain relevant, targeted, and effective. Your challenge lies in being perceptive and judicious in deciphering relevant data in an increasingly-saturated and rapidly-evolving information environment, and assessing its impact on MINDEF/SAF's SC efforts and Singapore.

You must have a tertiary qualification in science and technology (information and communication technology, digital media, information science etc), social sciences, or mass communication. You provide professional counselling for MINDEF/SAF personnel faced with mental health, psycho-social and substance abuse/addiction-related issues. As the subject-matter expert on counselling-related matters, you undertake the management of difficult cases, and develop individualised psychological care plans. You also provide clinical supervision to counsellors and paracounsellors on the effective management an treatment of counselees. Your main tasks involve assessment, implementation of intervention plans and collaboration with other stakeholders to provide holistic counselling services to these personnel. Additionally, you respond to operational duties such as manning the 24-hour SAF Counselling Hotline and facilitating critical incident stress debriefings for MINDEF/SAF servicemen involved in critical incidents. You conduct horizon scanning to anticipate, identify and prepare for future trends, as well as conduct research on current and future counselling, social and behavioural trends using empirical data, and train MINDEF/SAF commanders and managers in counselling-related issues. You also plan the preventive education strategies and training curriculum to meet the needs of commanders and managers in MINDEF/SAF.

You must have a tertiary qualification in counselling, psychology or social work, preferably with a postgraduate degree in counselling, social work or a related discipline, with at least 3 years' relevant work experience. You should also preferably be a registered practitioner with the Singapore Association for Counselling, Singapore Association of Social Workers, Association of Professionals Specialising in Addiction Counselling, or Singapore Psychological Society. You also prepare cyber security reports and monitor health status of security solutions. Other than overseeing the governance and management of OSIT and cyber resources in RSN, you oversee the development of a cyber-defence audit plan and an interrelated plan on how the department can raise, train, and sustain cyber defence audit teams. You are also responsible for strengthening cybersecurity and hygiene awareness through education and training. Your challenges lies in seamlessly integrating cyber security measures into existing systems, creating buy-in for enhanced cyber security measures, and promoting cyber security awareness and protection.

You must have a tertiary qualification, preferably in computer science, information systems, cyber security or a related field with at least 10 years' work experience in information technology, of which five years of experience are in information security and/or information assurance related areas. Possession of professional certifications such as Certified Information Systems Security Professional (CISSP), GIAC Security Certifications (GSECGCIH/GCIA) and Certified Information Systems Auditor (CISA) and etc is essential. You should also possess sound technical knowledge and exposure/experience in commercial best practices in order to orchestrate cyber defence efforts and experience in Security Operations Centre processes or similar large-scale system development. You must have a tertiary qualification in learning, training or curriculum development or a related field, with at least 5 years' of relevant work experience in learning and training development/ management. Possession of a postgraduate degree in learning, training or curriculum development, or professional qualification in adult learning, is advantageous. You must be familiar with the latest developments and trends in learning/ curriculum development principles, learning/ curriculum design frameworks and learning technology used in educational institutions and workplace. You must have led and managed a team (4 or more persons) to develop and implement learning initiatives/ projects. Having strong analytical, problem-solving, project management skills is required.
