Fact Sheet: About LEARNet Portal 2.0

LEARNet is a learning initiative that leverages technology to allow our soldiers to access online training content for self-directed learning and to collaborate actively. Launched in 2012 by Minister for Defence Dr Ng Eng Hen, LEARNet is currently implemented across all three Services in the Singapore Armed Forces (SAF).

Portal 2.0, the Learning Management System used in LEARNet, has an improved design and new features to better support learning. Designed and implemented jointly by the Army Training and Doctrine Command, Centre for Learning Systems, SAFTI Military Institute and Defence Science and Technology Agency, Portal 2.0 is the enhanced version of Portal 1.0 and will replace the old version from November 2014 onwards.

Key Features and Enhancements of LEARNet Portal 2.0

Portal 2.0 will better facilitate self-directed learning and collaboration, allowing the SAF to move towards a more learner-centric learning environment. This is in line with the SAF's new pedagogical approaches where there is a shift from uni-directional training methods (instructors facilitating the whole learning process), with LEARNet users becoming co-constructors of meaning instead of mere recipients of knowledge. As part of the overall LEARNet initiative, Portal 2.0 will deliver a more effective, efficient and engaging learning experience. It will better prepare our soldiers to operate effectively in a complex and volatile environment.

LEARNet Portal 2.0 LEARNet Portal 1.0
Connecting Learners Portal 2.0 connects users wherever they are. LEARNet users from different generations and with different expertise are connected to support one another's learning needs. Through in-built collaborative tools such as forums and Wiki, Portal 2.0 allows exchange of knowledge, ideas and experience for faster learning. Portal 1.0 is only accessed from within SAF camps. Therefore, the number of LEARNet users being connected is limited to those who are on active service and physically in camp.
Integrated learning experience

(a) Portal 2.0 integrates various social tools and learning resources such as forums, blogs, Wiki and Lync (a classroom collaboration application), with other SAF's portals and applications such as the SAF Knowledge Exchange, a knowledge repository. This one-stop centre supports the learning needs of the SAF personnel. Learners will be able to better manage and decide their own pace and depth of learning.

(b) Portal 2.0 allows learners to access multiple learning resources, portals and applications with a single log-on.

(c) Planning lessons will be easier for instructors as the LEAP (Link-Explore-Apply-Present) pedagogy, a pedagogy that is being used by the SAF, is being integrated into the lesson planning tool. Instructors will thus have more time to focus on facilitating learning and engaging learners who require more assistance.

(a) Portal 1.0 has to be used in conjunction with the Mobile Content Management System to view course materials on mobile devices, as well as the Virtual Classroom Management System for classroom collaboration. Various tools and learning resources are located over three different systems.

(b) Portal 1.0 requires multiple log-ons to access the various supporting portals and applications.

(c) Portal 1.0 is not equipped with the functionality to plan lesson activities based on the LEAP pedagogy.

Greater convenience and mobility With LEARNet mobile devices, Portal 2.0 can be accessed offline as certain functionalities such as blogs are enabled on these devices. Portal 2.0 can also be accessed on both desktop computers and mobile devices. Portal 1.0 requires Internet connectivity and was designed for web usage.
