SAF runs inaugural Harvard crisis leadership course

A bomb has just exploded in a train station, leaving many wounded and dead. The perpetrators are nowhere to be seen. What should the Government's immediate response be?

Hunt down the suspects? Attend to the wounded? Conduct a bomb sweep? Lock down the vicinity? Issue a news release to prevent widespread panic?

This is a hypothetical scenario, but these are real decisions that Government agencies have to make in a crisis.

To help senior officers from the Singapore Armed Forces (SAF) and various Government agencies come up with swift and effective inter-agency responses to large-scale crises, the SAF Centre for Leadership Development (CLD), supported by the National Security Coordinating Secretariat and Home Team Behavioural Sciences Centre, organised the inaugural Crisis Leadership Programme.

The Goh Keng Swee Command and Staff College (GKS CSC) held its 47th Command and Staff Course (CSC) Welcome Ceremony on Monday, 18th January 2016. Ready to lead with conviction

The commissioning parade marked the completion of 38 weeks of rigorous training at OCS.

President Dr Tony Tan, who reviewed the parade, noted in his address that just three days ago, Jakarta, the capital of Indonesia, was rocked by terrorist attacks which left eight people dead and at least 20 wounded.

In the light of the threats that confront Singapore and the region, Dr Tan urged the new officers to lead their men well, just as Singapore's pioneers have done.

Every parent attending their son or daughter’s commissioning parade as an officer would be very proud. So you can just imagine how super, super proud Mdm Ng Siew Kim must have felt today. Not one, but three of her triplets children – Wei Yuan, Wei Deng and Wei Ke – commissioned as officers together! I met and congratulated Mdm Ng and her three newly-minted officers in the family. But it was also a bittersweet day – as their father passed away six years ago. It must have been difficult for this family these past few years, but I am so glad that their joy was complete today. Especially for Mdm Ng – all her sacrifices and extra burdens to shoulder the parental roles alone have carried this family so far.

I wish Mdm Ng and her three officer children many more bright days ahead.

Officer Cadet Tee Chze Hao

He was a sergeant who served with distinction.

During his full-time national service, he won the Silver Bayonet at his specialist cadet course. And in 2011, he was the NSF of the Year in his unit.

Today, Officer Cadet Tee Chze Hao, who became a Regular only last year, will add the Sword of Honour (Infantry) to his list of accolades.

In the presence of the President of the Republic of Singapore, His Excellency Dr. Tony Tan Keng Yam, 582 Officer Cadets were commissioned this evening as Officers of the Singapore Armed Forces. The long and arduous 38-week journey to Officership ended with a spectacular Commissioning Parade, held on the SAFTI MI Parade Square. Speaking at the parade, President Tony Tan reminded the graduands of their responsibilities as Officers of the SAF:

“SAF Officers today must carry on in the same indomitable spirit of our pioneers to overcome the new challenges on the horizon and lead us into the next chapter of the Singapore story. They must embrace the same convictions and lead the men and women under their charge in the firm belief that we can only depend on ourselves to defend our country and way of life.”

Officer Cadets from the 102/15 Officer Cadet Course successfully completed their Confidence Jump and SAFTI Tower Run. 

Designed to test their confidence and courage in overcoming their fears, the Confidence Jump is an important event in every Officer Cadet’s journey. 

The activity involved confidently jumping off a 5 metre platform into the SAFTI MI swimming pool, after which the Officer Cadets climbed up 265 steps to the top of the SAFTI Tower signifying each day that they will spend in OCS.

On the 4th of January 2016, the specialist cadets from the 27/2015 Specialist Cadet Course Foundation Term underwent the pace course in preparation for their upcoming navigation exercise.

This exercise required them to pace and count how many steps it would take to walk a certain distance so that they could use this as gauge of distance in the future.

Navigation is an important skill set for a leader as these future commanders will need to navigate and bring their men to the objective.

On the 29th of December 2015, Specialist Cadets from the 26/2015 Specialist Cadet Course Professional Term embarked on their journey towards achieving the Combat Skills Badge.

As an iconic badge in the Infantry vocation, the Combat Skills Badge is not an easy feat. These Specialist Cadets began their 32km route march as dusk fell and did river crossing in the wee hours of the morning in order to attain this symbolic badge. The activity then concluded with a live firing.

A tradition dating back to the very first batch of Officer Cadets, the Platoon Assault Course (PAC) is a inter-platoon race that marks the end of the Infantry Professional Term. The adrenaline-filled affair is the final exercise that the Infantry Officer Cadets will face as a platoon, a true test of team work and mettle that they have built over the preceding months.

"I look up to him as my role model," beamed Specialist Cadet (SCT) Muhammad Ashaari Bin Ramli as he spoke about his brother, 2nd Sergeant (2SG) Muhammad Aliff bin Ramli, who is a serving as a Regular in the Singapore Armed Forces (SAF) Guards formation. "Whenever I needed help, he would always give me advice."

Following in his brother's footsteps, SCT Ashaari also signed on as a Regular with the Infantry and excelled in his Specialist Cadet Course, in which he received the Silver Bayonet.

66th Battalion Tactics Course

The 66th Battalion Tactics Course was conducted from 14th September to 26th October 2015 at the Army Officers' Advanced School, SAS SAFTI MI. A total of 64 Officers comprising 46 Regular Officers, 18 NS Officers graduated from the course. BG MELVYN ONG SU KIAT, COA, COAOFF graced the graduation ceremony as the Guest of Honour.

In this BTC, MAJ LEO MENG KWANG, BENEDICT emerged as the Distinguished Honour Graduate and was also awarded the Best in Knowledge award. MAJ TEO WEI CHE received the Distinguished Graduate. MAJ PWI YAOSHENG, FABIAN was the Honour Graduate. MAJ(NS) GOH JIA YONG was awarded the NSmen Achiever Award.

AOAS congratulates all course participants for successfully completed the 66th Battalion Tactics Course.

With the rapid advancements in defence hardware, the Singapore Armed Forces (SAF) has always embraced innovation and the use of technology in educating and passing on valuable knowledge to each new generation of soldiers. Initiatives launched in recent years, such as the LEARNet system introduced in 2012 and the Learning Masterclass 2015/16, reflect the SAF's commitment to improving learning among its servicemen and women. On 4 Nov, the SAF had the opportunity to share its curriculum development programme with experts in the learning and development industry.

Lieutenant-Colonel (LTC) Ho Mee Yin, Head of the Curriculum Branch in the Centre for Learning Systems (CLS), SAFTI Military Institute, was invited to speak at the LEARNTech Asia 2015 Conference.

26/2015 Specialist Cadet Course Foundation Term - MATADOR and M203 Live Firing

On 5th Nov 2015, the specialist cadets from Foxtrot and Hotel companies had the opportunity to fire the MATADOR HEAT (High Explosive Anti-Tank) and the 40mm High Explosive Dual Purpose (HEDP) grenade for the first time. The live firing serves to boost the cadets' confidence in firing the anti-tank weapon and the M203 grenade launcher. Through the live firing, the specialist cadets have better understood the capabilities of the weapons and that the weapon is a vital asset of the Infantry / Guards section

25/2015 Specialist Cadet Course Professional Term - Combat Skills Badge Test

On 3rd Nov 2015, the cadets of the 25/2015 Specialist Cadet Course Professional Term braced themselves to march through the night to earn their Combat Skills Badge (CSB). This gruelling exercise is both physically and mentally demanding. To earn this badge, the cadets are required to complete a 32km route march in FBO (Full Battle Order), and undergo a series of technical skills tests, a river crossing and a 100m shoot at the end of the march.

In the early hours of 17 October 2015, Officer Cadets of the 101/15 Officer Cadet Course were put through the traditional OCS Initiation. Senior Officer Cadets simulated a turn-out that tested the Junior Officer Cadets' mettle and operational readiness. With unwavering spirit, the Junior Officer Cadets proved themselves worthy of being initiated into Officer Cadet School as they donned the 2-bar epaulette.

The Officer Cadets then introduced their families and friends to SAFTI MI’s grounds. Guests were given a tour of where the Officer Cadets will live, learn and train in the months ahead. Guests were also given an opportunity to interact with the Commanders and Instructors of the School. We would like to congratulate the 101/15 Officer Cadet Course on completing their first step in becoming Officers of the SAF.

Command and Staff College Graduates Ready for Senior Leadership Roles in the SAF

Minister for Defence Dr Ng Eng Hen presented certificates to graduands at the Goh Keng Swee Command and Staff College (GKS CSC) Command and Staff Course (CSC) 2015 Graduation Ceremony held this evening at the Istana. This year's ceremony marked the completion of the 46th CSC, 16th CSC (National Service), as well as the 4th and 5th CSC (Executive). The 230 graduands comprised 154 regular officers, three warrant officers, and 58 National Service (NS) officers from the Singapore Armed Forces (SAF), one officer from the Singapore Police Force and 14 international officers from nine countries - Australia, Brunei, China, Indonesia, Malaysia, Oman, Thailand, the United States and Vietnam. This is the first time that officers from the Republic of Singapore Navy have attended and graduated from the CSC (National Service).

In his speech, Dr Ng spoke about the increasing scale and spectrum of security threats that countries have faced over the years, as "lines across previously separated domains are now increasingly blurred - that between military and civilian; peacetime and periods of tension; the real and virtual world…" Dr Ng expressed confidence in the SAF's strong core of leaders to continue tackling and overcoming such challenges, and said to the graduands, "I charge each of you to provide that kind of leadership that offers clarity amid uncertainty; hope in despair; persistence amid difficulty and success against the odds." Dr Ng also announced that the SAF will lead the Combined Task Force 151 in the Gulf of Aden for the fourth time next year, and will be inviting international officers to work with the SAF there as with the previous deployments.

Dr Ng also presented awards to seven top graduands: Major (MAJ) Du Zixian Ivan, Lieutenant Colonel (LTC) Tee Zhen Shou Daniel and MAJ Kam Kai Qing, who received the Top Army, Navy, and Air Force Graduate Awards respectively in the 46th CSC; Captain (CPT) (NS) Alan Tham and MAJ (NS) Quek Chun Hou Terence, who received the Top Army and Navy Graduate Awards in the 16th CSC (National Service); as well as MAJ Cheong Chee Wai John and LTC Lim Kwok Ann Auslia, who topped the 4th and 5th CSC (Executive) respectively. The CSC, CSC (Executive) and CSC (National Service) prepare officers for senior command and staff appointments in the SAF, and are the highest level of formal military education offered in Singapore for Regular and NS officers.

Together with their facilitators and our SAS staff, 60 MINDS-IEDC clients enjoyed their day, visiting the informative exhibits at the Singapore Discovery Centre (SDC).

The SG50 exhibits also enabled them to soak in our nation's jubilee celebration through learning about Singapore's transformation over the past 50 years.

335 Commissioned as SAF Officers

Minister for National Development, Mr Lawrence Wong, reviewed a commissioning parade at the SAFTI Military Institute this evening. A total of 335 cadets, comprising 287 from the Army and 48 from the Air Force, were commissioned as officers of the Singapore Armed Forces (SAF).

Speaking at the parade, Mr Wong highlighted that Singapore's peace and stability was a result of a strong and credible SAF, and underscored the continued need for a strong defence.

Their long and arduous 38-week journey to Officership ended with a spectacular Commissioning Parade, held on the SAFTI MI Parade Square. The Reviewing Officer for the parade, Minister for National Development, Mr. Lawrence Wong, spoke of staying vigilant and standing ready to defend Singapore. He also reminded the graduands of their responsibilities as Officers of the SAF: 

“So remember to lead by example and lead with conviction… Inspire your men not just with words but with your actions. Show them that our Nation, our people, our way of life… are worth defending.”

Designed to test their confidence and courage in overcoming their fears, the Confidence Jump is an important event in every Officer Cadet’s journey. The activity involves confidently jumping off a 5 metre platform into the SAFTI MI swimming pool, after which the Officer Cadets climb up 265 steps to the top of the SAFTI Tower signifying each day that they will spend in OCS.

Held at the SAFTI Military Institute (SAFTI MI), the LMC is a continuation of the highly successful SAF Learning Symposium, conducted between 2012 and 2014, as the platform for the SAF to deepen knowledge and share best-practices in the learning domain.

GKS CSC hosted a visit by a delegation from the Indonesian Army Staff College (SESKOAD) on 6th October 2015, which was headed by COL Syaiful Ilyas, Delegation Lead of the TNI AD (Indonesian Army), along with the top granduands of SESKOAD. Both colleges’ Directing Staff had a friendly exchange at the conference room in celebrating the long-standing friendship between both countries. COL Syaiful and the top grandaunds of SESKOAD were also briefed on the history of GKS CSC as well as the curriculum that is used by the 46th CSC.

98/15 OCC Platoon Assault Course

A tradition dating back to the very first batch of Officer Cadets, the Platoon Assault Course (PAC) is a inter-platoon race that marks the end of the Infantry Professional Term. The adrenaline-filled affair is the final exercise that the Infantry Officer Cadets will face as a platoon, a true test of team work and mettle that they have built over the preceding months.

The Assault Course begins with a 50m swim in No.4 uniform followed by a fast march to the soccer field for the Combat Evaluation Task List (CETL). Up next, the platoon negotiates through the SAFTI Endurance Obstacle Course (SEOC) which is followed by live firing at the SAFTI 100m Range. The platoons will then proceed to fast march back to the end point. From start to finish, each platoon carries casualties on a stretcher, simulated by jerry cans.

Each platoon is awarded points based on their performance at each stage and their overall speed. Every platoon put forth their best efforts to win with Hotel Wing Platoon 1 emerging victorious. Congratulations!

On the evening of 22nd September 2015, the specialists cadets of the 24/2015 Specialist Cadet Course stood proudly in their SAF No.1 Uniform at the Leaders' Square in anticipation for their graduation parade. The parade was particularly special for them as it was the inaugural parade featuring graduating specialist cadets in the ceremonial uniform. During the parade, the specialist cadets moved uniformly and marched confidently past their loved ones and guests. After they assembled in neat formations, Reviewing Officer MG Perry Lim, Chief of Defence Force, made a rousing speech emphasising the crucial role that SAF specialists played in Singapore's defence. In the early hours of the morning, Officer Cadets of the 100/15 Officer Cadet Course underwent the traditional OCS Initiation. Senior Cadets simulated a turn-out that tested the Junior Officer Cadets' mettle and operational readiness. With unwavering spirit, the Junior Officer Cadets proved themselves worthy of being initiated into Officer Cadet School as they donned the 2-bar epaulette.

The Officer Cadets then introduced their families and friends to SAFTI MI’s grounds. Guests were given a tour of where the Officer Cadets will live, learn and train in the months ahead. Guests were also given an opportunity to interact with the Commanders and Instructors of the School. We would like to congratulate the 100/15 Officer Cadet Course on completing their first step in becoming Officers of the SAF.

25/2015 Specialist Cadet Course Foundation Term - MATADOR Live Firing

On 27 Aug 15, specialist cadets from Echo Company (25/2015 Specialist Cadet Course Foundation Term) had the opportunity to fire the MATADOR HEAT (High Explosive Anti-Tank) for the first time. The live firing serves to boost the cadets' confidence in firing the anti-tank weapon. Through the live firing, the cadets have better understood the capabilities of the anti tank weapon and that the weapon is a vital asset of the Infantry / Guards section.

OCS held its 49th Anniversary Celebrations on 14 Jul 15. Organised by Delta Wing, over 1400 participants took part in a mass 4km School Run that brought them around SAFTI MI followed by PT at the SAFTI MI Parade Square. Also, in line with the SAF50's theme of 'Giving Strength to Our Nation', a blood donation drive was also organised to encourage members of SAFTI MI to come forward and donate blood. The Singapore Armed Forces (SAF) welcomed Major-General (MG) Perry Lim as its Chief of Defence Force (CDF) this afternoon at a Change of Command Parade held at the SAFTI Military Institute. Witnessed by Minister for Defence Dr Ng Eng Hen, MG Perry Lim, the former Chief of Army (COA), received the command symbol from the outgoing CDF Lieutenant-General (LG) Ng Chee Meng. 125 Appointed as SAF Senior Military Experts

Minister of State for Defence Dr Mohamad Maliki Bin Osman officiated at the 9th Singapore Armed Forces (SAF) Senior Military Experts Appointment Ceremony at SAFTI Military Institute this evening, where 125 servicemen and servicewomen were appointed as senior military experts. The graduating cohort comprised 15 from the Singapore Army, 24 from the Republic of Singapore Navy, 72 from the Republic of Singapore Air Force and 14 from Joint. This is the largest graduating cohort since the first appointment ceremony in 2011, and is due to increased requirement for military experts in specialised domains as the SAF becomes more technologically advanced.

Newly Commissioned SAF Officers To Continue Pioneers' Legacy

Deputy Prime Minister, Coordinating Minister for National Security and Minister for Home Affairs Mr Teo Chee Hean reviewed a commissioning parade at the SAFTI Military Institute this evening. A total of 568 officer cadets, comprising 464 from the Army, 61 from the Navy and 43 from the Air Force were commissioned as officers of the Singapore Armed Forces (SAF). 

To commemorate 50 years of the SAF, officers from the inaugural Officer Cadet Course (OCC) and their instructors were present at the parade. Addressing the graduands, DPM Teo highlighted that the SAF had become a modern and capable armed forces, and gave credit to the resolve of the pioneer batch of officers in building the SAF up amidst great geopolitical uncertainty during the late 1960s. He said, "In spite of the daunting circumstances, our first batch of officers stepped forward and persevered in their mission with courage and steadfastness, and laid the foundation for the SAF that we have today." DPM Teo also reminded the graduands to continue the efforts of generations of servicemen in the defence of Singapore. He said, "While the SAF is called upon to carry out a range of tasks, never forget the fundamental mission, the reason for the existence of the SAF. Why we as a country have invested significant resources, and called upon generations of Singaporean sons to do their duty for the nation, through National Service - We ourselves must be able to defend Singapore."

Fresh from defending a piece of ground as part of a defence exercise, the Army Officer Cadets from the 99/15 Officer Cadet Course marched to the Kranji War Memorial. Our soldiers along with students from Christchurch Secondary School, appreciated the significance of Kranji War Memorial and the stories behind the brave soldiers who stood together to defend Singapore. After which, the entire contingent formed up to pay their respects to the fallen heroes at Kranji War Memorial as well as to reiterate their commitment to the defence of Singapore.

Junior Midshipmen from the 74th MIDS / 11th MDEC 1 participated in X48, to build inidvidual and team resilience. At the end of X48, the Midshipmen emerged with a better understanding of their own strengths and weaknesses, as well as a greater appreciation of the value of teamwork.

99/15 OCC Senior Bar Presentation - Air Force Service Term

This parade marks the end of the 99/15 OCC Air Force Service Term and 7 weeks of training. Subsequently the Officer Cadets and Military Expert Trainees will be assigned to their different vocations and posted to their respective RSAF Training Schools for vocation-specific training. Upon the completion of the Air Force Professional Term, the Officer Cadets will return to OCS to be commissioned as Air Force Officers.

The SAF Celebrates 50 years of National Defence

The Singapore Armed Forces (SAF) commemorated SAF Day at a parade officiated by Prime Minister (PM) Lee Hsien Loong this evening. The SAF50 parade marking 50 years of national defence was held at the SAFTI Military Institute. More than 3,000 SAF regulars, Operationally-Ready National Servicemen (NSmen), full-time National Servicemen and Pioneers attended the parade. Besides a march past displaying the SAF colours, this year's parade highlights comprised a special heli-flypast of the national flag as well as an aerial flypast of fighter planes.

On 14th May 2015, the cadets of the 23/2015 Specialist Cadet Course Professional Term braced themselves to march through the night to earn their Combat Skills Badge (CSB). This gruelling exercise is both physically and mentally demanding. To earn this badge, the cadets are required to complete a 32km route march in FBO (Full Battle Order), and undergo a series of technical skills tests, a river crossing and a 100m shoot at the end of the march. The Singapore Armed Forces (SAF) Leadership Development Seminar (SLDS) returned for the second year on 6 Feb and brought together local, external, and overseas speakers to share their thoughts and insights on leadership and leadership development.

SLDS 2015 aimed to encourage SAF leaders to apply leadership development knowledge and be effective ground commanders in the SAF. The theme of the one-day seminar was Building Engaging and Adaptive Leaders with the focus on adaptability and engaging leadership at the tactical levels.

In his welcome address, Commandant SAFTI Military Institute, Rear-Admiral (RADM) Giam Hock Koon explained the rationale behind this year's theme: "Increasingly, the environment in which the SAF has to operate in will be volatile, uncertain, complex and ambiguous. Our people need to read the situation, understand the context and above all - do the right thing." Read more >>>

The Goh Keng Swee Command and Staff College (GKS CSC) held the 46th Command and Staff Course (CSC) Welcome Ceremony on Monday, 19th January 2015. The ceremony was attended by COL Ng Wai Kit, Commandant, GKS CSC, the Directing Staff (DS) of the college and the students, comprising 114 officers from the Singapore Armed Forces (SAF) and 15 International Officers (IO) from Australia, Brunei, China, Indonesia, Malaysia, Oman, Thailand, the United States of America and Vietnam.

President Tony Tan Keng Yam recently reviewed a Commissioning Parade at the SAFTI Military Institute, where a total of 499 cadets were commissioned as Officers of the Singapore Armed Forces (SAF). These comprised of 409 from the Army, 48 from the Navy and 42 from the Air Force.
