TRACOM Headquarters comprises the Commander's office, three branches, and the RSN Printing and Documentation Centre.
The role of TRACOM Headquarters is to:
- monitor quality control and standards of training and instruction.
- drive the development of training systems and proliferation of training technology in the Navy.
- manage and co-ordinate the implementation of human development programs.

The Training Development Branch oversees organisational & curriculum development, and the application of Information Technology in training.
The Training Effectiveness and Standards Branch ensures quality control, monitors standards & manages staff development, and administers the TRACOM Quality movement.
The Curriculum Development Branch ensures the training curriculum for RSN WOSR is kept relevant and up to date to meet the demands of the 3G Navy. It is also reponsible for the operationalising of the SAF Leadership Competency Model in all RSN courses.
The F1 Branch manages training resources and administration, and provides bulk printing services and publications management and control for the RSN.
The F4 Branch manages training resources and administration, and provides bulk printing services and publications management and control for the RSN.
HQ TRACOM is ISO 9002 certified. In addition, TRACOM attained Singapore Quality Class status in Mar 00.
