Organizational Excellence
In conjunction with the Public Service 21 (PS21) visionary master plan, Naval Diving Unit (NDU) has embraced organisational excellence as a way of life with the ultimate objective of becoming a world class organisation with first class people. This organisational excellence initiative is also a response to the variety of challenges and changed circumstances in the new millennium, including increased public expectations, the revolution in military affairs and the increasing security threats of terrorism.

NDU embarked on her journey towards OE in 2001, commencing with the Total Quality Process (TQP) initiative. In 2002, NDU was accorded the People Developer Standard (PDS). The PDS framework provided NDU with a systematic process to review its people’s practices, develop staff and enhance training effectiveness.

NDU next embarked on getting her key processes certified to International Organisation for Standardisation (ISO 9001:2000) with the aim of utilising the ISO 9001:2000 framework to identify, examine and re-construct processes that were critical to NDU. This target was successfully achieved in 2004. In the same year, NDU adopted the Balanced Score Card (BSC), a Performance Management System which measured of the successful creation of value against a balanced set of Key Performance Indicators (KPIs) representative of different Balanced Scorecard perspectives.

In 2005, NDU as an organisation committed to providing a safe and healthy work environment adopted the integration of an occupational health and safety management system, [reflected in the Occupational Health Safety Assessment Series 18001:1999 (OHSAS) Certification] into all her operations and training activities. Recognising the importance of innovation, NDU adopted the Singapore Innovation Class (I-Class) framework in 2005 and was awarded the Singapore I-Class in 2006. This initiative provided NDU with a framework for achieving and sustaining innovation excellence.

To top off the successful adoption of the PDS, ISO, BSC, OHSAS and I-Class , NDU was recently awarded Singapore Quality Class on 28 Feb 2007.
